The latest round in the push for Immigration Reform is a recently distributed (or leaked) White House draft immigration bill that would create a new visa for undocumented workers that would allow them to get a green card within eight years. The proposal is said to create a “lawful prospective immigrant” visa for the around 11 million undocumented immigrants living in the United States. The bill would also require employers to set up a system for verifying the immigration status of people they hire within a four-year period and also focuses on border security aspects.
Some aspects of the proposal are similar to past reports. For example, the bill would require that immigrants pass a criminal background check, submit biometric information and pay fees to qualify for the new visa. The proposals would also disqualify certain people for certain criminal convictions. In addition, Immigrants would be eligible to apply for a green card after eight years, if they learn English and U.S. history and government and they would later be eligible to become U.S. citizens.
A White House spokesman said that President Obama still supported a bipartisan effort to craft a comprehensive immigration bill so it is quite likely that these White House proposals will look quite a bit different from what Congress comes up with. That being said, President Obama has made it clear that if Congress fails to act, he will continue to push this agenda forward. The key thing to remember here though is that Congress makes the laws and the President signs them into law (or decides to veto).
It is unclear whether everyone has embraced the President’s proposal. For example, one Senator who is currently working on an Immigration reform bill in the Senate, Sen. Marco Rubio, R-Fla., said Obama’s bill repeats the failures of past legislation and would be “dead on arrival” in Congress.
